What Allmenngjøring Actually Means

Norway has no national minimum wage. Instead, in nine specific sectors — including construction — a collective agreement negotiated by unions and employer federations has been "generally applied" by the Tariffnemnda (Tariff Board). Once an agreement is allmenngjort, every employer must pay at least the rates in the agreement to every worker performing that type of work, even if the employer has never signed any collective agreement and even if the worker is not a union member. This is the legal floor.

The Construction Sector Rates (from 15 June 2025)

  • Skilled (faglært): NOK 264.32/hour
  • Unskilled, 1+ year experience: NOK 249.00/hour
  • Unskilled, no experience: NOK 239.61/hour
  • Workers under 18: NOK 162.44/hour
  • Overtime (skilled, +40% statutory): NOK 369.00/hour minimum

How It Is Enforced

Arbeidstilsynet (the Norwegian Labour Inspection Authority) actively inspects construction sites. If an employer pays below the tariff, the worker is legally entitled to the back-pay difference. The employer faces fines and, for repeat violations, criminal liability. Workers can report violations confidentially to Arbeidstilsynet — including by foreign workers and posted workers from EU member states. The protection applies to you regardless of which country your contract was signed in.
