The HMS-kort — Your Norwegian Safety Card

Every single person who works on a Norwegian construction site, including foreign sub-contracted workers, must carry a personal HMS-kort. The card is issued centrally and links your identity, employer and tax registration. Sites without HMS-kort holders are shut down by Arbeidstilsynet on inspection. Your employer normally orders the card for you on day one, but you should make sure it actually arrives — working without it is a breach of the Working Environment Act.

Mandatory PPE on Norwegian Sites

  • Hard hat (vernehjelm) — at all times outside of welfare areas
  • Safety glasses (vernebriller) — for any cutting, drilling, fixing or grinding
  • Hearing protection (hørselvern) — required around any power tool
  • High-visibility clothing (synlighetsklær) — almost universally required
  • Steel-toed safety boots (vernesko) — minimum S3 standard
  • Fall-arrest harness — when working above 2 metres without edge protection
  • Cut-resistant gloves — when handling sheet material or formwork

Tools You Should Be Comfortable With

Norwegian commercial sites use the same brands and systems you will know from larger EU contractors. Hand tools: hammer, chisel, square, spirit level. Power tools: Hilti, Makita, Bosch and DeWalt are common — circular saw, mitre saw, drill driver, impact driver, nail gun, oscillating multi-tool. Formwork carpenters need familiarity with Doka, Peri or Meva systems. Measurement: laser level, digital angle finder, plumb line. Most employers provide site tools — you bring your own personal hand tools and PPE.

Norwegian Safety Culture

Norwegian sites take a no-shortcuts approach to safety. Daily toolbox talks, near-miss reporting, mandatory walk-arounds and zero tolerance for missing PPE are standard. This is a positive culture if you take safety seriously — sites are well-organized, accident rates are low and you go home in one piece every day. If you arrive thinking you can skip the harness "just this once", you will be sent off site.
